Libraries can make a movie just released on DVD?

According to art. C.1 69 of the Law on Copyright (04.22.1941, 633 and subsequent amendments), libraries may not provide CD, VHS and DVD, before the 18 months of their deployment in business.
It is therefore not possible to make reservations, either via the web directly to the library of such materials, which may be consulted only in the library until the legal deadline will not be spent.


Law 633/1941 - Article 69


1. The loan made by libraries and clubs of the State and public bodies solely for the purposes of cultural promotion and personal study, is not subject to authorization by the owner on the right, which is not due to any remuneration and subject only to:
a) copies of printed works, except the music and musical scores;
b) phonograms and videograms containing cinematographic or audiovisual works or sequences of moving images, whether sound or not, after at least eighteen months from the first act of exercising the right of distribution, ie, not having been exercised the right of distribution, after at least twenty four months from the execution of those works and image sequences .
